ABOUT THIS EVENT 


The Spann Oration is the most prestigious forum held by IPAA NSW annually. 

The annual IPAA NSW Spann Oration was inaugurated in honour of the memory of Professor Richard Neville Spann, who held the Chair of Government and Public Administration at Sydney University from 1954 to 1981. 

The IPAA NSW Spann Oration has been hosted since 1983 with a range of prestigious speakers including Dr Lisa O’Brien, Lord Gus O’Donnell, Anna Bligh, The Hon Nick Greiner AC, Ann Sherry AO, Dr Peter Shergold AC, Sir Michael Barber and Elizabeth Proust AO. 

The 2019 Spann Orator is David Thodey AO. David has recently chaired a review of the Australian Public Service looking at what the Public Service needs to do to be ‘fit-for-purpose’ for the future. The recommendations of this review are currently being considered by the Commonwealth Government and APS leadership. 

While David is unable to speak to the specific recommendations under consideration, his Spann Oration will outline some of the major challenges and themes the Review explored. Amongst the themes surveyed in David’s address will be culture, leadership, managing complexity, partnerships, customer service and the Westminster system.

The Spann Oration reflects IPAA NSW’s major strategic priority of advancing the profession of public administration by positioning the sector as a profession that makes a positive contribution to the NSW and its citizens.

The 2019 Spann Oration is a unique opportunity to hear an insider’s perspective on the public sector of the future and to understand more the opportunities and challenges that will exert themselves on the sector as we enter a new decade.

At least 25% of this event is allocated to questions from the floor, meaning that you will have the opportunity to play an active part in this discussion.

SPEAKER 

David Thodey AO



David Thodey AO is a business leader focused on innovation, technology and telecommunications with more than 30 years of experience.
 
He is currently Chairman of Australia’s national scientific research agency, the Commonwealth Scientific and Industrial Research Organisation (CSIRO); a non-executive Board director of Ramsay Health Care, a global hospital group; Tyro, Australia’s only independent EFTPOS banking institution; Vodafone Group Plc.; and Xero, a cloud-based accounting software provider for small and medium-sized businesses.
 
Mr Thodey is currently leading the Independent Review of the Australian Public Service (APS). This review was commissioned by the Prime Minister to ensure that the APS is fit-for-purpose to serve Australian Governments and the Australian people into the future.
 
He also had a successful career as CEO of Telstra, Australia’s leading telecommunications and information services company and CEO of IBM Australia and New Zealand. 
 
In 2017, Mr Thodey was made an Officer (AO) in the General Division of the Order of Australia.

Only people registered to the event can access the content. Do not share login details with people who have not registered to the event

Cancellation policy - Events
  • Cancellation must be in writing and confirmed by an IPAA NSW staff member
  • Cancellation received more than 10 business days prior to the event – no penalty will be incurred
  • Cancellation received within 6-10 business days of the event – 50% of the fee is payable
  • Cancellation received less than 6 business days prior to the event – 100% of the fee is payable
  • No show – 100% of the fee is payable
  • Registrations received less than 6 business days prior to the event are non-refundable.

  • Cancellation must be in writing and confirmed by an IPAA NSW staff member
  • Cancellation received more than 10 business days prior to the start date – no penalty will be incurred
  • Cancellation received within 6-10 business days of the start date – 50% of the fee is payable

Cancellation policy - Self-paced Courses
  • Cancellations are not permitted.

Note: If you do not cancel and do not attend and event or course, 100% of the fee must be paid.

Transfer policy - Events
  • All requests for transfers must be in writing
  • Substitute nominees may attend in your place where deemed appropriate; however, if a member wishes to substitute a non-member in their place the full fee will be payable.
Transfer policy - Scheduled Courses
  • All requests for transfers must be in writing
  • Your course registration can be transferred to another course without penalty if requested more than 10 business days prior to the course start date. Otherwise, the above cancellation policy applies. Transfers can only be requested when the course fee has been paid in full.
  • Transferring your registration to another person can be done at any time without penalty if nominee details are provided within a minimum of 2 business days prior to the course start date. Transferring from a member to a non-member will result in a fee increase in line with the non-member course fee.
Transfer policy - Self-paced Courses 
  • Transfers to another course are not allowed for self-paced courses.
We may in our discretion waive cancellation charges in exceptional circumstances, but we will not waive cancellation charges on account of work commitments.

Program Changes

IPAA NSW reserves the right to change programs/speakers/venue, or to cancel programs if the enrolment criteria are not met or when conditions beyond our control prevail. All registrants will be notified in the event of cancellation and their registration fee will be refunded.
