ABOUT THIS EVENT 

Each year, the Institute of Public Administration Australia NSW, holds its very popular annual CEO & Young Professionals Breakfast. This renowned event provides a perfect opportunity for CEOs and senior executives from across the NSW public sector to invest in the talent of the future and recognise young professionals in their organisation.

Attracting close to 1000 people each year, the Breakfast is an important platform for young professionals to network across organisations, and to better understand the issues the contemporary public sector faces. 

The 18th Annual CEO and Young Professionals Breakfast debate topic is: To be successful in my role in a post-COVID, my focus should be on creating individual value for our customers or creating public value. 
 
In the style of ABC’s Q & A, one team will advocate that the public sector’s primary focus should be how to support the lives of individual citizens. The opposing team will argue that the public sector should focus instead on exercising responsible stewardship by creating enduring public value.

The 2021 Breakfast will be a thought-provoking event offering a great opportunity for CEOs and senior executives to support the development of their young employees and share ideas about how to build a world class public sector. 

Post-debate, Young Professionals will engage in a table discussion with their senior leader. The conversation will explore how to create great customer service in NSW including how the Customer Service commitments can be brought to life in their organisation. Attendees will also discuss the concept of public value as an attempt to measure the benefits which flow from government actions and the role they play in creating public good on behalf of their organisation. 

All IPAA events include purposeful networking which allows you to:

Amy Brown
Deputy Secretary, Strategy & Delivery
NSW Department of Premier & Cabinet


Amy Brown loves working for NSW Government. She is passionate about delivering real outcomes that improve quality of life for our citizens, provide access to opportunities for individuals and deliver value for taxpayers. 

She’s currently Deputy Secretary and head of the Strategy & Delivery group at Department of Premier and Cabinet – a group formed to provide expert commercial, strategic and economic advice to the Premier on major and complex whole-of-government policies, programs and projects. 

Prior to joining DPC, Amy was a Partner in the Sydney office of PwC’s Infrastructure and Urban Renewal Business, with a practice that focused on social infrastructure and housing.

She’s also worked in infrastructure finance at NSW Treasury, and as an infrastructure lawyer in a number of top tier law firms. 

When she’s not working, she loves writing articles for LinkedIn, playing the drums and watching her 2 kids dominate on the sports field. 

Jesse Hanna

IPAA NSW Young Professional Councillor
Legal and Ministerial Coordinator 
NSW Rural Fire Service 



Jesse has worked in the NSW public sector since 2015 and is currently a Legal and Ministerial Coordinator at the NSW Rural Fire Service. Jesse has previously worked on policy and major reform projects at the Department of Communities and Justice, the Public Service Commission and Legal Aid NSW, including close engagement with community legal centres. 

Since 2017, Jesse has been an active member of the IPAA NSW Young Professionals Network and is the current Committee Secretary. In this role, he has helped deliver several popular events to encourage sector-wide networking and professional development. 

Jesse is also appointed as a Community Representative on the Bayside Local Planning Panel, assessing and determining a range of development applications on behalf of Bayside Council. He was previously Chair of the Rockdale City Youth Council and Deputy Chair of the NSW Youth Advisory Council, advising the responsible Minister on issues affecting young people. 

Jesse holds a double degree in Law and Commerce from the University of NSW, a Diploma of Government and a practising certificate from the Law Society of NSW.

Mark Webb
IPAA NSW Vice President
Chief Executive, NSW Department of Parliamentary Services
NSW Parliament



Mark Webb is the Chief Executive of the NSW Department of Parliamentary Services, a specialist service department working to support the operation of the NSW Parliament by providing logistical support and advice to Members of Parliament, the Departments of the Legislative Council and Legislative Assembly and the people of NSW.

Mark has worked across the private and public sectors, including 15 years in senior executive roles in the federal public sector, the NSW Department of Premier & Cabinet, the NSW Public Service Commission, the Office of Environment & Heritage and the Department of Planning & Environment.  Mark also has experience in the delivery of public services by the not-for-profit sector, through his role on the board of Community First Step, a NFP organisation supporting the Fairfield community. 

Mark holds bachelors degrees in Engineering (BEng) and Science (BSc), as well as a Masters in Business Administration (MBA) and has completed the Executive Fellows Program at ANZSOG.  As well as being a member for IPAA for nearly a decade, he is a graduate of the Australian Institute of Company Directors (GAICD).

Katherine Sharah

Katherine Sharah is a Research Manager in the Customer Insights team at the NSW Department of Customer Service and has been working in the NSW public sector since 2015.

Katherine has led complex strategic programs in the digital transformation space and legislative reforms. Most recently, she developed the first whole-of-government Design Standard for NSW. Katherine was also the Policy Lead for the buy.nsw procurement transformation program. She previously worked in the Better Regulation Division on consumer-related legislative reforms. 

Katherine has a Bachelor of Laws and Communication (Social Inquiry) from UTS and is admitted to the Supreme Court of NSW. She is a creative problem solver who is passionate about designing and delivering accessible, user-centred services.

Ruo Yan
IPAA NSW Young Professional Councillor
Strategy and Planning Analyst
Western Sydney Airport


Ruo is a Strategy and Planning Analyst at Western Sydney Airport, and provides strategic inputs to the organisation in its delivery of Sydney’s first 24/7 airport. She works with all three tiers of Government to ensure alignment of objectives and further growth in the Western Sydney region.

Prior to Western Sydney Airport, Ruo was a management consultant specialising in providing advice to the public sector. Ruo is motivated to connect the private and public sector, and create a collaborative environment which promotes knowledge sharing and realising efficiencies and opportunities for both.

Ruo is a graduate of the Australian National University, with a double degree in Law and Actuarial Studies and currently doing her MBA at the University of Sydney. Ruo is an admitted lawyer with the Supreme Court of NSW.

Each table is to be hosted by a senior executive, with seven (or three if booking a table of 4) young professionals under the age of 34 from your organisation.

If you have an outstanding invoice for the event, you will not receive a link to the live event.

Only people registered to the event can access the content. Do not share login details with people who have not registered to the event

Cancellation policy - Events
  • Cancellation must be in writing and confirmed by an IPAA NSW staff member
  • Cancellation received more than 10 business days prior to the event – no penalty will be incurred
  • Cancellation received within 6-10 business days of the event – 50% of the fee is payable
  • Cancellation received less than 6 business days prior to the event – 100% of the fee is payable
  • No show – 100% of the fee is payable
  • Registrations received less than 6 business days prior to the event are non-refundable.

Transfer policy - Events
  • All requests for transfers must be in writing
  • Substitute nominees may attend in your place where deemed appropriate; however, if a member wishes to substitute a non-member in their place the full fee will be payable.
Transfer policy - Scheduled Courses
  • All requests for transfers must be in writing
  • Your course registration can be transferred to another course without penalty if requested more than 10 business days prior to the course start date. Otherwise, the above cancellation policy applies. Transfers can only be requested when the course fee has been paid in full.
  • Transferring your registration to another person can be done at any time without penalty if nominee details are provided within a minimum of 2 business days prior to the course start date. Transferring from a member to a non-member will result in a fee increase in line with the non-member course fee.
Transfer policy - Self-paced Courses 
  • Transfers to another course are not allowed for self-paced courses.
We may in our discretion waive cancellation charges in exceptional circumstances, but we will not waive cancellation charges on account of work commitments.

Program Changes

IPAA NSW reserves the right to change programs/speakers/venue, or to cancel programs if the enrolment criteria are not met or when conditions beyond our control prevail. All registrants will be notified in the event of cancellation and their registration fee will be refunded.
