ABOUT THIS EVENT 

Stewards of the Sector is a series of informal interviews with key leaders of the public sector. Hosted by former ABC journalist, Monica Attard, these interviews explore the person behind the role, their influences and priorities, and their insights into the future of the public sector. 

Our special guest for this event is Mary Ann O’Loughlin, Deputy Secretary, Skills and Higher Education, Department of Education. Mary Ann’s career includes roles in the Commonwealth and NSW public sectors as well as the private sector.

Between 2008 and 2014, Mary Ann was Executive Councillor and Head of the Secretariat of the COAG Reform Council. Mary Ann was awarded a Member of the Order of Australia for significant service to public administration through the development of social policies and the reform of federal financial relations. This background gives Mary Ann a unique perspective on inter-jurisdictional collaboration and social policy.

Mary Ann O’Loughlin is Deputy Secretary, Skills and Higher Education, in the NSW Department of Education.

One way or another, she has been involved in public policy for over thirty years. She has worked in the Commonwealth and NSW public services, in the private sector, at universities and for former Prime Minister Paul Keating.

As Charles Dickens would say, ‘It was the best of times, it was the worst of times’. Mary Ann would say that she has been fortunate to be part of significant policy reform to improve people’s lives. But she would also say that she has been part of policy failure as on her watch critical areas such as domestic family violence remain entrenched problems.

She lives by the philosophy that ‘the best thing for being sad is to learn something’, so she is up for continuing to learn.

Monica Attard


Monica spent 28 years at the ABC working across radio and television. She was the ABC’s Russia correspondent at possibly the best time in modern history to be a Russian correspondent.

She reported on the coup against Mikhail Gorbachev, the collapse of Soviet communism, the rise of Boris Yeltsin and his peculiar brand of capitalism and democracy, the first Chechen war and she covered civil wars across the old Soviet Union. Four years of covering the revolution left her with just enough energy to pump out a book about the events.

Monica is now working with CNN International and The Hoopla, a women’s website, based in Sydney.

Cancellation policy - Events
  • Cancellation must be in writing and confirmed by an IPAA NSW staff member
  • Cancellation received more than 10 business days prior to the event – no penalty will be incurred
  • Cancellation received within 6-10 business days of the event – 50% of the fee is payable
  • Cancellation received less than 6 business days prior to the event – 100% of the fee is payable
  • No show – 100% of the fee is payable
  • Registrations received less than 6 business days prior to the event are non-refundable.

  • Cancellations are not permitted.

Note: If you do not cancel and do not attend and event or course, 100% of the fee must be paid.

Transfer policy - Events
  • All requests for transfers must be in writing
  • Substitute nominees may attend in your place where deemed appropriate; however, if a member wishes to substitute a non-member in their place the full fee will be payable.
Transfer policy - Scheduled Courses
  • All requests for transfers must be in writing
  • Your course registration can be transferred to another course without penalty if requested more than 10 business days prior to the course start date. Otherwise, the above cancellation policy applies. Transfers can only be requested when the course fee has been paid in full.
  • Transferring your registration to another person can be done at any time without penalty if nominee details are provided within a minimum of 2 business days prior to the course start date. Transferring from a member to a non-member will result in a fee increase in line with the non-member course fee.
Transfer policy - Self-paced Courses 
  • Transfers to another course are not allowed for self-paced courses.
We may in our discretion waive cancellation charges in exceptional circumstances, but we will not waive cancellation charges on account of work commitments.

Program Changes

IPAA NSW reserves the right to change programs/speakers/venue, or to cancel programs if the enrolment criteria are not met or when conditions beyond our control prevail. All registrants will be notified in the event of cancellation and their registration fee will be refunded.
