Are you a senior NSW executive involved in authorising, making financial decisions with financial delegations and authorities?

Would your work benefit from a deeper understanding of the governance architecture and key concepts of public sector budgeting and financial management?

A working knowledge and understanding of finance and accounting concepts is essential for executives.

This course has been specifically designed for NSW Public Sector executives with a non-finance background who exercise financial delegations and contribute to decisions which have financial impact for the agency.


You will leave this course with the critical skills and knowledge for executives from non-financial management backgrounds.

You will explore financial and accounting concepts and learn the language and tools to assist in managing your next budget successfully.

You will finish this course knowing you can:

  • Understand the key elements of the NSW Public Sector financial management framework and Treasury Policies and Guidance
  • Develop confidence in recognising and applying accounting terminology.
  • Recognise how funding allocations are developed and how to influence them and the key funding relationships between NSW Treasury and NSW Departments and agencies
  • Understand the NSW Government Business Case Guidelines and types of Gateway reviews.
  • Distinguish between internal audit and external audit processes.
  • Understand the role of the Audit Office of NSW in relation to financial audit reports
  • Recognise the rules about expenditure, including regulations and Government Sector Finance Act NSW 2018 governing the use of different types of funds.
  • Develop the confidence to oversee and influence budget processes.
  • Gain performance insights into agency and Departments through analysis of financial reports.
  • Recognise executives’ responsibility in relation to internal controls and reporting.
  • Develop the skill to oversee project and program level budgets and recognise when allocated funds should be reallocated.
