Rebecca Pinkstone
Chief Executive 
Homes NSW

Rebecca Pinkstone has two decades of experience in the housing sector working in government and community housing. She is the inaugural Chief Executive of Homes NSW, a new division within the Department of Communities and Justice.

Homes NSW is responsible for system stewardship across the affordable, social and homelessness sectors to ensure we deliver more homes and better services for our community. Homes NSW also manages 96,000 public housing properties across NSW, providing a safe and secure home for 260,000 people.

Monica Gibson
Deputy Secretary
Planning, Housing and Infrastructure

Monica has dedicated over two decades to a dynamic career in strategic and statutory planning. Her expertise spans roles in local councils, industry, and the Department of Planning, Housing and Infrastructure.

Based in Newcastle, Monica is passionate about the transformative power of planning. She believes that planning is not merely a noun but an active verb that drives tangible results. Her mantra reflects this conviction: “Planning gets things done and achieves real outcomes.”

Monica leads the Planning, Land Use Strategy, Housing and Infrastructure division. In this pivotal role, she spearheads the NSW Government’s priority: tackling the housing supply and affordability crisis. Monica’s responsibilities extend beyond policy to the practical realm, where she ensures the delivery of housing, homes, and vibrant communities. This involves State-Led Re-zonings and Planning Proposals across both Greater Sydney and Regional NSW.

Marcus Ray
Deputy Secretary
Economic and Environmental Policy, The Cabinet Office

Marcus Ray, is a leader in government and is currently the Deputy Secretary Economic and Environment Policy in the NSW Cabinet Office.  In this role he leads policy teams collaborating with agencies across the NSW Public Sector to support the Premier and Cabinet on economic, environment, housing, infrastructure, and energy policy.

Previously he was Group Deputy Secretary for NSW Planning at the former Department of Planning & Environment.   Marcus has 25 years’ experience in urban and regional planning, environmental and natural resources regulation, assessment of major projects, planning policy and reform, and governance and legal.  He has demonstrated a deep commitment to engaging with stakeholders, practical implementation of government initiatives and delivery for the people of NSW.

Chief Delivery Officer
TAFE NSW

Janet Schorer PSM FIPAA joined TAFE NSW as Chief Delivery Officer in 2022 and brings a wealth of experience from more than 20 years in senior roles in the public sector. Janet is responsible for the teams overseeing end-to-end accountability for students from enrolment to graduation.
 
Janet has a track record in leading educational and community transformation programs including the National Disability Insurance Scheme (NDIS) workforce strategy and the Families NSW strategy. Beginning her career as a registered nurse, and earning qualifications in child and adolescent psychology, her passion for children and young people was most recently put to good use in her role as the NSW Children’s Guardian. Janet also led the NSW transition into the NDIS at the then NSW Department of Premier and Cabinet.

Janet has been awarded the Public Service Medal for outstanding public services particularly through the protection of children. She is a National Fellow of the Institute of Public Administration Australia (IPAA) and an IPAA NSW Vice President.

Her experience improving customer and client experience positions her well to lead initiatives that will deliver exceptional learner experiences as part of the TAFE NSW Strategic Plan 2022-25.
