Dr. Sigurbjörg Sigurgeirsdóttir, known as Dr Silla, is a renowned expert in the field of public sector research from the University of Iceland. She brings a wealth of knowledge and experience from her extensive studies and observations in the UK, Ireland, Denmark, Iceland, New Zealand and Australia. 

Dr Silla’s address will delve into the nuanced dynamics between politicians and senior public servants from a global perspective. 

Her focus is on the practical application of the Westminster system and western democratic principles. 

This session will share her preliminary findings on the current state of civil service systems across various worldwide democratic nations.

Professor of Public Policy, Administration, and Governance 
University of Iceland

 


Dr Silla is a professor of Public Policy, Administration, and Governance at the University of Iceland.

She‘s also a member of the Board of the Institute of Public Administration and Politics, and in charge of the MPA programme for students taking a master’s degree in Public Administration. 
Her research interests and consultancy engagements are in the fields of politics, public policy, administration, and governance.

Dr Silla has been exploring the civil service systems in some British Commonwealth countries to learn from the ways these systems have been established in different countries and how the principles and operation have developed. She has also been interviewing ex-ministers and ex-permanent secretaries in Iceland to learn more about how their own system works. 

Dr Silla completed her MSc and PhD studies and taught at the LSE so is very familiar with the operation of the UK Civil Service Commission.  She has also studied the Irish Civil Service System and how the Public Service Commission and the Top-Level Appointments Committee operates. 

She is now expanding her research to learn from the Australian and the New Zealand public sectors by meeting with past influential senior leaders to seek their insights.
