Returning in its twentieth year, our CEO and Young Professionals Breakfast is one of the sector's largest face-to-face events. This unmissable event explores the opportunities and challenges facing the next generation of public servants.

Our annual debate will this year explore whether:.

• To be my best for NSW, I should focus on working in the government sector throughout my career or,
• To be my best for NSW, I should seek experience in the private and not-for-profit sectors throughout my career.

One leader will team up with a young professional to unpack what is unique about working in the NSW public sector and why it is critical to build our understanding of the roles of Parliament and Cabinet and other aspects like the Westminster system and the legislative framework.

The opposing team will discuss how experience from other sectors can offer different perspectives and help make the NSW public sector more innovative and collaborative.

The light-hearted debate is your opportunity to discuss the big issues facing our sector and vote on which side’s argument was the most convincing.

Simon Hunter - Chief Transport Planner, Transport for NSW


Simon started as the Chief Transport Planner in Transport for NSW in June 2022. In this role he is responsible for the Strategic Planning Branch that sets the future direction for Transport in NSW.

Simon started as the Chief Transport Planner in Transport for NSW in June 2022. In this role he is responsible for the Strategic Planning Branch that sets the future direction for Transport in NSW.

Prior to this Simon was the Executive Director, leading the Smart Cities work for the NSW Government including the $45m Smart Places Acceleration Program and other initiatives such as the Smart Places Customer Charter.

As well as the Smart Cities work, he was DPIE’s Chief Data Officer and has worked in transport across freight, regional and commercial roles in the NSW Government and as a consultant, as well as various policy roles.


Kate Foy, Group Deputy Secretary – Sports, Arts and Tourism, NSW Department of Enterprise, Investment and Trade


In January 2022 Kate joined the Department of Enterprise, Investment and Trade, as the Group Deputy Secretary for Sports, Arts and Tourism. In January 2022 Kate joined the Department of Enterprise, Investment and Trade, as the Group Deputy Secretary for Sports, Arts and Tourism.


Kate Foy - Full bio 

In January 2022 Kate joined the Department of Enterprise, Investment and Trade, as the Group Deputy Secretary for Sports, Arts and Tourism. More recently Kate was the Deputy Secretary for Community Engagement at the Department of Premier and Cabinet.

Kate has led the policy strategy and delivery of services in Aboriginal Affairs, Arts and Culture, Employee Relations as well as NSW Heritage and State Archives and Records. Kate maintains a passion for supporting our front line to provide the best possible service and outcomes to the people of NSW.

Kate’s career spans front line service delivery in the non-government sector with children and young people. Then various government agencies including Department of Premier and Cabinet, Transport, Planning and the NSW Telco Authority.


Michael Siciliano – Solicitor, NSW Department of Customer Service 


Michael is a former Legal Stream graduate of the NSW Government Graduate Program and is currently working as a Solicitor with the Department of Customer Service,

Michael is a former Legal Stream graduate of the NSW Government Graduate Program and is currently working as a Solicitor, Legislation and Advice with the Department of Customer Service. 

Michael has prior experience as a Legal Officer with the Department of Premier and Cabinet, an Associate to the Chief Commissioner of the Industrial Relations Commission of New South Wales, a Policy and Research Officer with the Royal Commission into Violence, Abuse, Neglect and Exploitation of People with Disability, as well as the Professional Standards Authority, NSW Public Defender’s Office and the Legal Aid Commission of NSW.

Michael currently serves as the Chair of the NSW Lawyer’s Public Law and Government Sub-Committee, as a Member of the Law Society of NSW’s Government Solicitors Committee and a Member of the Institute of Public Administration Australia NSW's Young Professionals Network.


Shannon Slattery – System Coordinator, Cadastre NSW, Spatial Services, NSW Department of Customer Service.


For the last 8 years she has worked in many roles throughout the different business units at Spatial Services. Working as Soil Collection Coordinator for the Anzac Memorial Centenary Project was a particular highlight.

Shannon lives and works in the regional city of Bathurst in Central Tablelands NSW. Having joined Spatial Services in 2014 as a Trainee following an Honours Degree in Sociology/Economics at Charles Sturt University.

For the last 8 years she has worked in many roles throughout the different business units at Spatial Services. Working as Soil Collection Coordinator for the Anzac Memorial Centenary Project was a particular highlight.

Shannon’s current role in the Cadastral Transformation team at Spatial Services is a mix of digital mapping and database management to support, maintain, and enhance the Statewide Cadastre NSW Proposed Layer. The Proposed Layer service is a digital capture on demand service which sees all “paper” DA (Development Application) and Subdivision Certificate (SubCert) converted to “digital” maps, allowing an interactive format for more efficient use in land development planning and approvals.

Shannon has been the Co-Chair of the DCS Young Professionals Network since 2020 enjoying leading the committee to deliver online and in person events, encourage networking and professional development.
